The planning for CBD Area fully implements five development concepts of “innovation, coordination, green, open and sharing”. By drawing on the planning experience of various financial centers in the world and with the full cooperation of many domestic and foreign top planning teams, CBD Area has shown the initial shape of the world’s first-class business district.

CBD Area has advanced regional planning and rich building carriers. In two years, Yujiapu and Xiangluowan have been put into service with 21 buildings meeting the conditions for settlement. The total area of 1,922,100 square meters can be rented or sold and the total area of 1,063,900 square meters has been rented or sold, making the rental and sales rate of 55%. Nearly 25,000 office staff have actually settled in. Kuangshi International Building, Zheshang Building and Binhai Guotai Mansion, which were put into use early, have achieved the rental and sales rate of nearly 100%. Pilot Free Trade Zone Building, New Finance Building and Shuangchuang Building have achieved the rental and sales rate of over 90%.

In June 2010, Yujiapu Financial District was listed as the first APEC low-carbon demonstration town. It makes overall low-carbon design for regional energy, transportation, underground space, architecture, landscape, construction management and other aspects. It strives to achieve annual carbon emission reduction of 30% compared with the benchmark of 2010 and the carbon emission intensity of no more than 150 tons / million US dollars GDP in 2020; and achieve carbon emission reduction of 50% compared with the benchmark of 2010 and the per capita average carbon emission of no more than 3.5 tons per person in 2030 in the long term.

Low carbon energy. There are eight energy centers planned in the area to replace the traditional pattern of cooling and heating rooms in a single building with centralized energy supply. The first large-scale cool storage center in the starting area has been put into use, saving nearly 25% of energy compared with the traditional cooling mode.

Low-carbon traffic. “To promote public transport and encourage walking.” The ground roads adopt the planning of narrow streets and dense road network, which is supplemented by the slow traffic system. The underground space connects Yujiapu high-speed rail station to all buildings in the area, so as to achieve seamless exchange between the railway, bus, bicycle and pedestrian systems and realize higher than 80% of low-carbon transportation.

Green buildings. Building planning is carried out according to China’s green building standard and the LEED standard of the United States to achieve green building coverage of 100% and two-star or above of over 70%. It constructs the green urban area in the true sense.

Low-carbon construction. It carries out low-carbon construction technology research, prepares low-carbon construction guidelines, guides the design of construction organizations and enhances the low-carbon awareness of the personnel. At the same time, it builds “home for builders” for long-term use and reduces energy and material consumption. At present, it has completed more than 10 construction units and the turnover of nearly 10,000 person times.

Low carbon landscape. By combining the terrain and road network planning, it presents riverside landscape, open space, the green belt of the central avenue, as well as actively explores the greening of three-dimensional space by building roof vegetable and flower gardens. It achieves the greening area of nearly 30% and reduces the urban heat island effect and regional total energy consumption.

Underground space. It makes intensive use of land resources and plans nearly four million square meters of four-storey underground space within the plot red line to set up the underground car system, pedestrian system, commercial system, utility tunnel system and rail transit system, so as to connects major roads, buildings and landscape in the area, guarantee low-carbon travel to the greatest extent and avoid repeated construction after the completion of construction.
